1. Chief of Party, USAID/Kenya Youth Activity 2020

ROLE PROFILE

The purpose of the position is to lead Plan International’s efforts to manage risk by ensuring that effective risk and compliance strategies, policies and frameworks are in place through securing sound legal advice, ensuring effective governance arrangements, enforcing compliance with approved policies and procedures, and promoting ethical behavior. The position provides guidance in the identification, analysis, mitigation and documentation regarding key risks and their resolution

DIMENSIONS OF THE ROLE

Plan International seeks qualified Chief of Party candidates for an anticipated five-year USAID-funded program in Kenya that will seek to support evidence-based and evidence-producing county-level models that empower youth and connect them directly to social and economic opportunities to improve their livelihoods and well-being. The Chief of Party will be based in Kenya (specific county to be determined) and will oversee all aspects of program implementation, providing vision to the program and ensuring that objectives are met on time and within budget.

Note:

This position is contingent to funding.

Accountabilities:

  • Provide strategic and technical leadership to the program and the team; bring dynamic and creative leadership to bring innovation to rigorous program implementation and meeting donor deliverables
  • Serve as the principal liaison with USAID, as well as with key government officials at the county and national level, other donors and implementers, private sector and civil society partners
  • Engage with program beneficiaries, youth leaders, youth cooperatives, youth networks, and other stakeholders; ensure that all stakeholder relationships are managed effectively
  • Develop annual work plans in collaboration with staff and stakeholders, and oversee work plan implementation
  • Develop and maintain effective partnerships with local, regional, and international organisations.
  • Ensure project activities are implemented on schedule and within budget
  • Supervise, manage, and mentor project staff
  • Oversee project budgeting, financial management, and ensure contractual compliance
  • Oversee monitoring, evaluation, and reporting of program activities; promote a culture of learning and adaptation across the project
  • Oversee project communications
  • Other duties, as assigned.

Technical expertise, skills and knowledge

Essentials

  • Master Degree in a relevant field such as Education, International Development , non-profit management with 4-6yrs of relevant experience/or Bachelors Degree with 10yrs experience  in leading programs focused on Research, youth services, Workforce development, livelihoods and /or Private sector development.
  • Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance projects (with strong preference for past USAID-funded project management experience
  • Proven experience in contract management (donor narrative & financial reporting, sub-grant management and knowledge management)
  • A successful track record of working substantially with local organizations, positioning them as authentic development partners and to lead major interventions
  • A minimum of four (4) years of experience in Africa, preferably Kenya or East Africa
  • Demonstrated success working at the community level assessing challenges, creating and implementing solutions, and achieving measurable results on donor-funded development projects
  • Ability to establish strong working relationships with senior government officials; youth-led groups, community officials, media, civil society, and private sector leaders; international donors; and other stakeholders
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives
  • Strong understanding of the Kenyan context preferred
  • Proven leadership qualities and excellent management skills
  • Strong representational and organizational skills
  • Fluency in written and spoken English.

2. Senior Supply Chain Coordinator

ROLE PURPOSE

The Senior Supply Chain Coordinator will be responsible for management and oversight of the supply chain function in Plan Kenya including Shared Services with other Plan entities.

Dimensions of the Role

Provides overall coordination for country supply chain management and shared services in compliance with Plan’s global policies, best practices, local regulations and business needs. A matrix management line will be maintained with supply chain staff in program areas.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Accountabilities

Supply Chain Coordination – 40%

  • Oversee management of supply chain functions to ensure value for money to the organization.
  • Ensure transparency and integrity in the supply chain processes in line with Plan policies and guidelines.
  • Coordinate development and monitoring of a country procurement plan and reporting.
  • Approve the execution of stock- and purchase requisitions following the organization’s endorsed guidelines and escalation when required;
  • Perform periodic reviews of the procurement guidelines for responsiveness and ensure their correct implementation by all the staff.
  • Support shared services with other Plan entities.
  • Coordinates importation and customs clearance in liaison with other key staff.
  • Maintain and update the supplier database which is able to adequately serve the business needs.
  • Advice on grants compliance policies specific to individual donors.
  • Prepare and share periodic reports to inform management decisions.
  • Provide technical support to staff on procurement processes and procedures.

Tendering & Award Process – 20%

  • Prepare purchase orders and contracts, ensure all approvals are obtained and services rendered.
  • Oversee the tendering committee in the review, update and implementation of the supplier sourcing process.
  • In liaison with the tender committee, oversee open and closed tender procedures and performs bid analysis and filing.
  • Provide technical guidance to the requesters on offers received and best services to be procured taking cognizance of value for money, specifications and quality issues in compliance with set policy guidelines.
  • Coordinate and ensure optimal interface between the supply chain and business units for efficient customer service delivery.

Contract Management – 20%

  • Monitor and follow through on commitments and reporting
  • Ensure contractual obligations are adhered to by all parties and reviewed when need arises.
  • Resolve contract related issues from service providers and users/clients.
  • Coordinate contract review and renewals.
  • Develop Key Performance Indicators and assessment tools for contractors/vendors to ensure fit for purpose products and services.

People Management – 15 %

  • Provide leadership to the supply chain team.
  • Team performance management process.
  • Capacity build supply chain staff on procurement processes and procedures

Others – 5 %

  • Participate in program meetings
  • Provide orientation for new staff

Technical expertise, skills and knowledge

Education and Professional Qualifications:

  • Degree in procurement and supplies management, Business Management or relevant training in Logistics procedures and systems.
  • CIPS accreditation

Essential

  • Minimum (5) years of progressive NGO experience in procurement, contract management, administration or related area.
  • Experience in the supply chain modules of any ERP.
  • Experience on VAT exemptions procedures and Knowledge of Kenya Government procurement requirements.
  • Strong negotiation and networking skills.
  • Presentational skills and problem solving prowess in a complex work environment is critical.
  • Willingness to learn and ability to work in a collaborative and inclusive manner.

Desirable

  • Knowledge of SAP
