Job Description

The Terre des Hommes International Federation is a network of ten national organisations working for the rights of children and to promote equitable development without racial, religious, political, cultural or gender-based discrimination.

Reports to: CP-Help desk Officer

Number of subordinates: 15 Lead corps and 30 help desk social workers.

Overview / Summary:

The Economic Empowerment Assistant will support the technical implementation of the Life skills, livelihood activities and a Cash base intervention (CBI). Support in conducting relevant assessment such as Market analysis, baseline and end line survey.
The Economic empowerment assistant will also be responsible for supporting needs and programmatic assessments, supporting the preparation of activity and protection reports and analysis (information collection, community consultations etc.), identifying and communicating protection concerns in his/her locations, identifying and communicating programmatic needs in targeted locations, supporting the Officers in providing capacity building to key stakeholders, and in collecting and managing project data ensuring the highest standards of data and information protection and confidentiality.

He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

Terre des hommes expects that its contractors’ professional conduct reflects proper behaviour in accordance with local culture and traditions.

He/she assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

He/she commits to observe discretion on any information related to the organisation functioning and beneficiary related issues.

Specific Responsibilities

Responsibilities

  • Conduct livelihoods assessments including market analysis, socio economic assessments, institutional mappings.
  • Develop context specific livelihoods strategies;
  • Assess current livelihoods programmes and develop improvement plans;
  • Build and maintain strategic partnerships with key stakeholders including private sector, Service providers, development actors, government etc.
  • Ensure compliance with the Minimum Criteria for Livelihoods Programming and other relevant guidelines and policies.
  • Coordinate and facilitate assessments, planning, budgeting, coordination, implementation, and monitoring and evaluation relevant to livelihoods Programming;
  • Liaise with all relevant units to ensure coordinated planning and implementation of livelihoods interventions.
  • Draft negotiate and establish agreement with Partner in collaboration with relevant units.
  • Undertake advocacy for persons of concerns Access to decent work and livelihoods opportunities and for inclusion in development plans.
  • Draft, review and provide technical feedback on livelihoods reports and proposals.
  • CP Awareness, information, behavior change and advocacy in the Host/Refugee community
  • Empowerment, Partnership and Advocacy for Child Safe Repatriation, enhancing children’s access to services including CP in camps and host communities
  • To be responsible to conduct proper recording, documentation for all the children and their caregiver seeking child protection services and information at the sectional level.
  • Provision and Dissemination of appropriate Child protection information to support decision making on voluntary repatriation and sustained protection for the children remaining in the camp
  • Provide trainings and monitoring to the Community’s Own Child Protection Mentors and on behavior change and General Child protection concerns
  • Facilitate and support the Sub-County Children Officer (SCCO) to select and establish
  • CP Volunteer officer (CPVO) who will be members of the Area Advisory Council – (AAC),
  • Support Monthly meeting with the (ACC).
  • On a monthly and quarterly basis, participates information forums involving other protection partners and service providers to strengthen the support to individual children for the Host/Refugee.
  • Supervision of the Lead CORPs and help desk social workers and conducting on job training for them.
  • Reports incidents and difficulties encountered with any CP staff or community worker to advocacy and empowerment officer or CP project manager.

Project Management

  • Ensure that assigned activities are appropriately implemented and, when necessary, ideas on amendments deemed will be shared with the child protection officer and Advocacy and empowerment officer.
  • Participates in weekly team and movement planning meetings and prepares timely activity/training plans and budgets to the child protection senior officer for upcoming activities.

Project Strategy and Planning

  • Participates in CP assessments.
  • Participate in the review of the strategy for Tdh in Kenya if requested.

Project Implementation

  • Information dissemination and advocacy.
  • Supports in child led advocacy campaigns, mass awareness and special events throughout the project. For the Host/refugee community level
  • Conduct refresher training and mentorship for children (Child Council members, peer support members and Ombudsman) to reinforce knowledge on Child Protection topics
    and provide information on any emerging issues such as Volrep or camp consolidation to strengthen child participation on issues affecting them.
  • Conduct Life skills and VSLA & entrepreneurship skills training for vulnerable girl mothers and adolescents out of school to enhance income generated activities as a source of livelihood support.

Community involvement

  • Participates in the identification, mobilisation and training of refugee community and host members and other actors to encourage their participation in different aspects of the project implementation (women, elders, leaders, youth, children, etc.) at sectional level
  • Involve the community, where appropriate, in the protection processes of children in particular need of help.

Awareness

  • Participates in the development and organisation of awareness activities in close consultation with help desk officer.
  • Contributes and Participates in the preparation and implementation of special events at community level.

Documentation

  • Ensures correct data protection procedures and filing
  • Documentation of the conducted activities, documenting of human-interest stories

Monitoring and Evaluation

  • Participates in a base line survey and evaluation of the CP projects

Capacity building

  • Contributes to the training and capacity building of all community workers, community structures, Child protection volunteers and host community members.

Coordination

  • Supports and works in coordination with all CP team, community leaders CPCs and other relevant camp-based actors in all steps of project implementation.
  • Participates in weekly team meetings, Cluster weekly meeting
  • Represents Tdh in inter-agency meetings.

Representation

  • Represents Tdh in the community level.
  • Develops a community network to facilitate the project acceptance and ownership.

Reporting

  • Participates and develop weekly bullets, Month sitrep and PIPS.
  • Provides accurate and timely activity, monitoring and assessment reports.
  • Maintain and ensure a culture of strict confidentiality – inter Tdh staff and between Tdh staff and non Tdh employees.
  • Upon completion of the assignment, submits detailed handover notes when leaving for annual leave.

Security

  • Comply with Tdh Security Regulations.
  • Reports any security/safety incident and/or risk to the CP project manager and field coordinator.

Child Protection Policy

  • Commit to respect the Child Protection Policy.
  • Report serious cases of abuse on children identified by the Child Protection team to the CP Program Manager. Strict confidentiality must be respected.

Others

  • Undertake all other duties that may be determined by the Immediate supervisor and that are compatible with the job.

Requirements:

  • Minimum diploma in Social sciences, development studies, business administration or related field
  • At least two years of work experience with a Non-Governmental Organization (NGO) on refugee set up
  • Experience working with refugees, vulnerable communities, conducting awareness, referral, and assessments
  • Basic computer skills ( MS Office – Word, Excel, Power point),
  • Report writing skills, training, community engagement, program monitoring.

Languages: Fluency in English and Kiswahili. Ability to communicate in Somali is a plus
