In Kenya, Oxfam works with others to alleviate poverty and inequality. We work with the most vulnerable communities in the dry and remote northern regions, and in the impoverished slums of the capital, Nairobi. In Kenya, the highest poverty levels are in the northern pastoralist districts – in some areas 95% of people fall below the poverty line. Like many developing countries, Kenya is undergoing rapid urbanisation. It’s estimated that by 2050 half the Kenyan population will be living in urban areas. This high presents a myriad of challenges. 34% of the 17 million poor Kenyans are urban poor and most of them live in informal urban settlements. Oxfam in Kenya Since starting work in Kenya in 1963, Oxfam has: provided long-term development aid and emergency relief, for example supporting refugees; promoted peace and managed conflicts between communities; campaigned for better governance and equitable access to services.

The Role

The Social Protection Strategist will lead in the design of Social Protection and Early Recovery programming and implementation – piloting innovative programme approaches, building partnerships, coalitions and networks and supporting partners to develop organisational capacity building to deliver high quality Social Protection programmes.  S/he will establish and maintain linkages with other thematic areas and link with Oxfam campaigns, policy influencing and advocacy teams.  Occasionally, as required by the programme design, the post holder will manage contracted programme or project staff.  A key area of work will be to fundraise for the programme and to generate and manage knowledge resources through linkages with knowledge hubs and other institutions.

What we are looking for


  • University degree in relevant field (Humanitarian action, Public Management, International Development, Development Economics, Social Protection, Food Security) along with training in Humanitarian action and theoretical knowledge of principles and practices of program management, emergency response and disaster preparedness;
  • Knowledge of Kenya Social Protection System, processes and stakeholders;
  • Minimum 8 years of demonstrated management and development experience in the humanitarian field and/or humanitarian responses; OR Master’s degree in a relevant field with 5 years demonstrated management and development experience.
  • Minimum 3 years of large-scale cash and voucher programmes
  • Proven sound judgement in complex situations
  • Broad set of management skills (financial, fundraising, donor management). This includes excellent people management skills with a good understanding of team development and proven financial management skills.
  • Understanding of key crosscutting issues in resilience and humanitarian work (Gender mainstreaming, human rights, marginalization)
  • Ability to link humanitarian response to longer-term development goals and strong understanding of related approaches;
  • A high level of interpersonal, communications and representational skills; ability to negotiate;
  • Fluency in spoken and written Swahili and English.
  • Demonstrated ability to work under limited direct supervision.
  • Ability to innovate and model good practice.
  • Requires the ability to gather and analyse complex information.
  • Ability to travel in Kenya and region is mandatory.


  • First-rate knowledge of social protection, including implementation experience in both development and humanitarian contexts.
  • Knowledge and preferably experience of working with informal social protection
  • Experience in managing donor contracts (e.g. DEVCO/C/ECHO, BHA/BPRM)
  • Experience in working with national and international partners.
  • Experience in coordination of Consortia and leading/co-leading of Cash Working Groups.
