1. Director

Job Group ‘R’

Responsibilities

The Director will be reporting to the Chief Officer, Governor’s Office and will be responsible for the following:

  • Ex-Official Member and Secretary to the County Alcoholics Drinks Regulation Committee.
  • Administration of the alcoholics Drinks Control and Management Fund.
  • Supporting and facilitating County and Sub- County Alcoholic Drinks Regulation Committee in carrying out their functions.
  • Facilitate and ensure Public Education on Alcoholics Drinks Control in the County directly and in collaboration with other public or private bodies and institutions.
  • Facilitating citizen participation in matters related to Alcoholic Drinks Control in accordance with established laws.
  • Facilitating and promoting in collaboration with other county and National Government institutions and establishment of treatment and rehabilitation facilities and programmes.
  • Carrying out research directly or in collaboration with other institutions and serve as the repository of data and statistics related to Alcoholics Drinks Control.
  • Developing in collaboration with other relevant County and National Government departments strategies and plans for implementation of the County Alcoholics Drinks and Management Act.
  • Advising the Executive Member on the exercise on County Policy and laws to be adopted in regard to the production, manufacture, sale and consumption of alcoholic drinks.
  • In collaboration with other relevant county departments, prepare and submit reports as per requirements of applicable laws.
  • Monitoring and evaluating the implementation of this County Alcoholic, Drinks and Management Act.
  • Any other duties as may be assigned by the supervisor.

Qualifications

  • Be a Kenyan Citizen.
  • Be a holder of a Bachelors degree in Management, Administration or any other Social Science in a relevant field from a University recognized in Kenya.
  • Have relevant experience of not less than five (5) years in Public/ Private/ Senior Administration and Management.
  • A post graduate qualification in a relevant field and proven experience in a regulatory framework will be an added advantage.

Terms of service

  • Three (3) years contract.

2. Superintending Engineer

Job Group ‘M

Responsibilities

  • Designing and supervising construction of civil/ road works.
  • Preparing tender documents and cost estimates for civil/ road works.
  • Preparing contract document for civil/ road works.
  • Undertaking measurement of work done on site.
  • Preparing interim and final accounts for civil/ road works.
  • Analyzing and evaluating claims arising from contract on civil/ road works.
  • Preparing work plans and reports on civil/ road work.
  • Supervising staff in the roads and transport directorate.
  • Perform any other duties as may be assigned by the supervisor.

Qualifications

  • Must be a Kenyan citizen
  • Possess a minimum experience of six (6) years in road engineering or in a relevant field in Public service or in the private sector
  • Be a Bachelor’s Degree in Civil Engineering or its equivalent from a recognized institution in Kenya.
  • Be registered by the Engineers Registration Board of Kenya (ERB)
  • Possess current valid annual Practicing licence from the Engineers Registration Board of Kenya.
  • Possess corporate membership with the institution of Engineers of Kenya (IEK)

3. Legal Officer

Job Group ‘K’

No of Positions (2 posts)

The holder of the position will be reporting to the Head of Legal Unit – County Executive

Responsibilities

  • Assist in drafting legislative proposals and policies
  • Assist in ensuring compliance to the statutory requirements
  • Assist in reviewing and documenting information relevant to a case,
  • including generating pre-trial preparation documents;
  • Preparing legal documents under the direction of the head of legal unit.
  • Assist in preparation of contracts and agreements to be entered into by theCounty Government;
  • Assist in conducting legal research;
  • Attendance to court and supervising outside counsel as instructed by the head of legal services
  • Preparing legal briefs and legal opinions under the direction of the head of legal services;

  • Post graduate diploma in legal studies
  • Advocate of the High Court of Kenya

4. Senior Assistant Director of Agriculture

Job Group ‘Q’

No of Positions: (1 Post)

The holder will be the Head of the Agribusiness Unit and will be reporting directly to the Chief Officer.

Responsibilities

  • Upscale community food security and value addition initiatives.
  • Develop a County agricultural sector priority manual.
  • Fund mobilization for County Agriculture development activities
  • Organize and participate in agricultural shows and trade fairs locally and internationally.
  • Improve input supply.
  • Provide market information.
  • Promote value addition in agriculture, livestock and fisheries development.
  • Promote commercial agriculture, livestock and fisheries development.
  • Promote market development.

Qualifications

  • Be a holder of at least a Degree in Agribusiness or agricultural economics from recognized institution in Kenya.
  • Not less than eight(8) years’ experience after the year of graduation
  • Demonstrate a high degree of professional and technical competence in work performance and results.
  • Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030.
  • Be a strategic thinker and results oriented.

5. Plant Operator

Job Group ‘D’

No of Positions: (13 posts)

Responsibilities

  • Operating machines of ‘difficult rating’ C
  • Assisting machine attendants in identifying possible breakdowns
  • Liaising with mechanics for servicing
  • Making daily and weekly oil checks
  • Maintaining the cleanliness of the plants
  • Any other duty that may be assigned by the supervisor.

Qualifications

  • Must be a Kenyan Citizen
  • Kenya Certificate of Secondary Education mean grade D (Plain) or an equivalent qualification from a recognized institution in Kenya;
  • Have passed the suitability test for plant operators;
  • Possess a valid Driving License free from current endorsements for class(es) of machine(s) that one may be required to operate;
  • Be able to operate at least two (2) plants of difficult rating ‘C’
  • attended a First Aid Certificate Course lasting not less than one (1) week from St John Ambulance or the Kenya Institute of Highways and Technology(KIHBT) or any other recognized institution in Kenya;
  • Training in plant mechanics will be an added advantage

6. Fire-Engine Operator

Job Group ‘F’

No of Positions: (4 posts)

Responsibilities

  • Making routine daily checks and inspection of the fire engine to ensure it is in sound mechanical condition
  • Ensuring general routine maintenance of the fire engine and equipment in line with the manufacturer’s manual / specifications
  • Reporting any malfunctioning of the vehicle/fire engine systems
  • Driving/operating the fire engine as authorized
  • Ensuring security and safety of the fire engine on and off the road
  • Maintenance of work tickets for vehicle/fire engine assigned
  • Responding to fire and emergency calls in order to prevent and/or minimize loss of life, property or injury
  • Safely and efficiently driving the fire engine to the scene of fire in response to an emergency
  • Operating the fire engine pumps and other fire/rescue apparatus safely and efficiently
  • Perform any other function of a fire fighter
  • Any other duties as may be assigned by the supervisor

Qualifications

The candidate must:

  • Be a Kenyan citizen
  • Be a holder of a Kenya Certificate of Secondary Education / O-level education; (minimum grade D)
  • Possess a First Aid Certificate lasting not less than seven(7) days
  • Possess a certificate in defensive driving
  • Possess a valid motor vehicle driving license class BCE;
  • Have a minimum three (3) years proven experience in fire engine/firefighting equipment operation;
  • Basic mechanical knowledge of vehicles
  • Demonstrate experience in managing disasters
  • Be physically and medically fit as certified by a Government Doctor;
  • Be a holder of a firefighting/rescue service certificate from an institution recognized in Kenya
  • Possess a valid certificate of good conduct
  • Possession of a Grade III and above certificate in vehicle mechanics/maintenance will be an added advantage;
  • Former members of the disciplined forces and the NYS who have undergone firefighting training or ex-fire fighters/fire engine operators will have an added advantage

7. ECDE Caregiver

The officers will be reporting to the Principal Education Officers (PEO) in the Sub-County and the Head Teacher in the respective primary school in which the ECDE centre is domiciled .

Responsibilities

  • Develop schedules and enforce routines for pupils under his/her care, ensuring that the children have adequate physical activities and equal rest.
  • Maintain within the ECDE Centre, a safe and comfortable environment for the pupils.
  • Provide age appropriate supervision and discipline to the pupils.
  • Plan and implement lessons as guided by the Kenya Institute of Curriculum Development (KICD)
  • Observe the children’s behavior and assess their development.
  • Communicate the pupils’ behavior and development by making regular reports to parents.
  • Caring and nurturing the spiritual, moral, social, mental and physical growth of children.
  • Using play and other instructional techniques and learning materials to assist children learn about the world, explore interests and develop talents including but not limited to storytelling and rhyming games.
  • Address and cater to special needs, if any, of the pupils under his/her care.
  • Any other duty as may be assigned by the Head Teacher or PEO

Qualifications

  • Bachelor of Education degree in Early Childhood Development and Education Or Diploma in Early Childhood Development and Education Or Certificate in Early Childhood Development and Education
  • Must be conversant with the current trends in Early Childhood Development and Education, Curriculum design and ECDE code of conduct and ethics.
  • Applicants must have a working experience in an ECDE centre or equivalent for a minimum period of 3 years.
  • Possesses excellent communication and facilitation skills;
  • Should be computer literate;
  • Demonstrate ability to work independently as well as in a team;

  • Two (2) years contract
